Approve Enrollments is not working in the Manager Role

      We have several examples where we know there are submitted enrollments for a club, but non are visible.  The table is there but empty.   It is nice to see a column for approval level, but the content is missing.

      This is true for enrollments waiting on approval from the community level, and the regional/chapter level.
